You cannot ask your web host to change the operating system to Windows just because your requirements have changed. Besides, since multiple users are sharing a single server, no two users can have different operating systems.
On the other hand, when you go for VPS or dedicated server hosting, you get complete control over the server. In case of a dedicated server, the entire server belongs to you while in case of the VPS hosting, you still share the server with multiple users, though the allocations are different and standalone. That means the specific allocation assigned to you on a VPS server remains unaffected in spite of any activity on other allocations on the same server.
